Abstract

The article presents the essence of decentralization of governance and specifics of the provision of public services by the local governments. The article suggests possible options regarding the prevention of multiple violations of the land use, if local authorities adhered to the provisions of the general scheme of planning and citizens were familiar with its content and monitored its implementation. The specified document is a part of a town-planning documentation, which defines the basic decisions regarding development, planning, building and other use of the territory.
